What Is an RICS Level 2 Homebuyer Survey?
An RICS Level 2 Home Survey, sometimes referred to as a HomeBuyer Report or Level 2 Survey, is designed for conventional residential properties that appear to be in reasonable condition. It provides homebuyers with a professional assessment of the property’s condition, highlighting visible defects and issues that may require repair, maintenance or further investigation.
An RICS Level 2 Home Survey in Hull and East Yorkshire can be particularly useful when buying a house, bungalow or flat and you want a clearer understanding of its condition before committing to the purchase. At 4Sight Surveying, our Level 2 surveys provide clear, practical information to help you make a more informed decision about your potential new home.
What does a RICS Level 2 Home Survey include?
The survey includes a visual inspection of accessible areas of the property, internally and externally, in accordance with the scope of the RICS Level 2 Home Survey service. During the inspection, we look for visible defects and other matters that could affect the property, including:
Signs of damp, timber deterioration and moisture-related defects
Visible evidence of structural movement or cracking
Defects affecting roofs, chimneys, walls, windows and external elements
Issues within accessible roof and loft spaces
Visible concerns relating to floors, walls, ceilings and internal finishes
Apparent defects affecting accessible parts of the property’s services
Drainage observations where accessible and within the scope of the inspection
Repair and maintenance issues that may require further investigation or specialist advice
Clear RICS condition ratings
The report uses the recognised RICS condition rating system, making it easier to understand the significance of defects identified during the survey:
Condition Rating 1 – No repair is currently needed. The property should be maintained in the normal way.
Condition Rating 2 – Defects are present that require repair or replacement but are not considered serious or urgent.
Condition Rating 3 – Defects are serious and/or require urgent repair, replacement or further investigation.
A clear and easy-to-understand survey report
Following the inspection, you will receive a comprehensive RICS Level 2 Home Survey report explaining the property’s condition, significant defects identified and recommendations for appropriate next steps. Our aim is to provide practical, straightforward advice without unnecessary technical jargon, helping you understand the property before proceeding with your purchase.
A market valuation and reinstatement cost assessment for insurance purposes can also be included where required.
Is a Level 2 Survey right for my property?
A Level 2 Home Survey is generally suitable for conventionally constructed houses, bungalows and flats that appear to be in reasonable condition. For older, substantially altered, unusually constructed or visibly deteriorated properties, a RICS Level 3 Building Survey may provide a more appropriate and detailed level of investigation.
If you are unsure which survey is suitable, 4Sight Surveying can help you choose the appropriate level of surveybased on the property’s age, construction, condition and complexity.

Benefits of getting an RICS Level 2 Survey
Here’s why spending on a survey is a smart move when buying a property:
- Avoid surprises: Many defects are hidden from a casual viewing. A level 2 survey helps to reveal issues you might not spot yourself.
- Negotiate from strength: If the survey highlights defects or impending repair needs, you’re better placed to negotiate on price or ask the seller to address issues.
- Budget for the future: It’s not just about what’s wrong now — the survey helps you understand what maintenance or replacements may be needed over time.
- Peace of mind: You’ll enter the purchase with knowledge of the property’s condition and risks, rather than hoping everything is fine.
- Protect your investment: With one of the largest financial commitments you’ll make, getting the facts matters. Skipping a survey can leave you exposed.

When is an RICS Level 2 Survey the right choice — and when might you need more?
Go ahead with Level 2 if:
- The property is relatively modern or built with standard materials (e.g., brick, tile) and appears in reasonable condition.
- You want a thorough inspection but don’t require an indepth structural analysis.
- Your priority is gaining clarity before purchase, rather than diagnosing major hidden defects.
Consider a higher level survey (e.g., Level 3) if:
- The property is older, has been extensively altered, or shows signs of structural issues.
- You’re buying a complex building (listed, historic, nonstandard construction).
- You want a detailed structural investigation, invasive testing, or repair cost estimates.
